The discussion platform allows an active exchange regarding your own experiences, your open questions and burning issues in the different topics of our network. Thus it is an important instrument for your active participation in the knowledge exchange with your peers.
Besides questions, where you can get quick answers form the other network members, we have discussions on our topics, which treat specific topics more in depth. In order to allow focussed discussions, the discussions are separated into the three main themes of our network.

2011: “facilitation of change in a M4P program”, “M4P in fragile contexts – the reality check”, “Result Measurement in M4P programs" |
Based on the great experience in 2010 we have continued our e-learning cycle focusing on relevant topics in the field of implementing M4P. We wanted to keep the momentum for exchange and learning among practitioners in M4P. As you may be aware we are already a community of 140 practitioners subscribed to our e-learning cycles on M4P.
This year we have organised our e-debates around the face-to-face event in May 2011 in Bern (in which many of you have participated). They are complementary to the e-debates of the DFID/SDC/SIDA supported M4P HUB that has launched a debate on M4P’s utility in post-conflict environments that you may join under http://www.m4phub.org/; it was also discussed at our May f2f event.
Accordingly, there have been three e-discussion cycles in 2011 (that have been subject to intermediate verification at the f2f event):
The first e-learning cycle was held in March/ April 2011. It dealt with the question of “facilitation of change in M4P programmes”; based on few hypotheses from the M4P e-discussion synthesis paper 2010: "Working Paper on: Faciliating change in M4P programmes" (full version in English or summaries in English, French and Spanish).

The second e-learning cycle was held in June/ July 2011: "Limiting Factors for applying M4P approach"; follow-up, deepening and review of practical aspects from the topic "M4P in fragile contexts" from the face-to-face event in May 2011.

The third e-learning cycle, in August/ September 2011 looked at: “Results measurement in M4P programmes – an experts hotline”; follow-up of the training sessions during the May event 2011 and online clinic for results measurement challenges.

>> Third e-learning cycle: major messages (English) and mensajes principales (Español) and principaux messages (Français).
The objective of these e-learning cycles is to create new ideas by sharing information and experiences with practitioners and users of M4P all over the world. SDC collaborators at head office, in the cooperation offices as well as project collaborators and strategic partner organisations discuss about those questions. We will develop synthesis papers and conclusions for each discussion cycle. In working groups we also aim at producing small tools (such as checklists and guiding documents) that are useful for our work.

2010: planning, implementing and evaluating projects and programs related to M4P and VCD |
In 2010 the E+I network had launched a series of three e-learning cycles on M4P and Value Chain Development. Its purpose was a lively exchange forum that supported you in your daily work – when planning, implementing and evaluating projects and programs related to M4P and Value Chain Development (VCD). It aimed not only at fostering a common understanding on M4P and VCD, but also at the exchange and learning around the globe about the key milestones, barriers, challenges and good practices.
The first e-learning cycle was held in March/ April 2010, on **Planning** – setting up a Value Chain or M4P programme.

The second e-learning cycle has taken place in June/ July 2010, on **Implementing** - coordinating - facilitating a Value Chain or M4P program: what does that actually mean?Who has good experiences?

The third e-learning cycle was held in August/ September 2010, on **Monitoring** – result measurement on outcome or even impact level: How can I assess change? Is it possible to monitor or follow change? What needs to be prepared and what tools and approaches exist? Who has good experiences?

Synthesis paper
The objective of all e-learning cycles was to create new ideas by sharing information and experiences with practitioners and users of M4P all over the world. SDC collaborators at head office, in the cooperation offices as well as project collaborators and strategic partner organisations have discussed about those questions. The facilitator team (Carsten Schulz carsten.schulz@agridea.ch & Daniel Roduner from Agridea – Switzerland) have developped the above mentioned synthesis papers and conclusions for each discussion cycles.

As a follow-up to the world café discussion during the e+i networt face-to-face in May 2011, an online discussion on labour market orientation of TVET projects and programmes is organised.
First round of discussion (September 2011): The discussion is kick-started with an input paper elaborated by network members. Have a look at the summary paper which lists the 25 contributions along eleven statements and at the synthesis of the major points of discussions. Second round of discussion (February 2012): The second round of discussion will focuse on occupational standards, assessment and certification.

Discussion Summary
Inputs and contributions received:
a) Skills Development Project – SDP, Uzbekistan (SDC): How to convince company managers to cooperate with VET schools? Description of a “good arguments” approach including a list of instruments and tools supporting the introduction of new cooperation schemes between the VET sector and companies.
b) Vocational Education in North-East Albania (GTZ): How to strengthen and institutionalise cooperation structures between the VET sector and companies? Introduction of regional VET boards.
c) F-SKILLin Nepal (Helvetas): How to support labour market relevant VET? Description of the training business approach.
Summary and conclusions:
The three approaches basically are compatible and a transfer of specific elements (tools, instruments, regulations) within certain limits seems to be possible. Yet, not every approach fits every system and an in-depth analysis of the specific project context has to be carried out beforehand.
