Developing National Qualifications Frameworks (NQFs) has become an important field of development cooperation. NQFs are related to competency orientation in education and training, life long learning and increased labour migration. Participatory approaches incorporating organisations of the world of work are promising in terms of producing NQFs relevant to the labour market needs and thereby fostering employability.
